5-Year Cap Set for Expat Driving Licences Starting January 2027
Starting January 1, 2027, UAE driving licences will carry validity terms ranging from one to ten years depending on driver age and residency status. Cabinet Decision No. 174 of 2026, which implements Federal Decree-Law No. 14 of 2024, establishes these rules to overhaul validity terms, minimum age limits, and medical screening requirements.
Drivers under 21 years old will receive temporary licences valid for one year, which can be renewed for an additional single year. First-time applicants who are 21 or older will get an initial two-year licence.
Once driver initial terms expire or young drivers reach age 21, licence renewal terms diverge sharply based on nationality:
- UAE Nationals and GCC Citizens: Entitled to 10-year licences, renewable for identical 10-year periods.
- Expatriate Residents: Capped at 5-year licences, renewable for identical 5-year periods.
Minimum Driving Ages by Vehicle Category
The federal regulation divides driving authorizations into eight clear categories with minimum age hurdles:
- Category 1 Motorcycles: 17 years old
- Light Vehicles (Ordinary Cars): 18 years old
- Heavy Vehicles and Mechanical Equipment: 20 years old
- Category 2 Motorcycles: 21 years old
- Light and Heavy Buses: 21 years old
Operational and Medical Requirements
To secure or renew any licence under the 2027 rules, applicants must present a valid Emirates ID, complete mandatory driving examinations, settle prescribed fees, and provide an approved medical fitness report. Healthcare authorities must evaluate physical, visual, and mental capacity to confirm no underlying medical condition impairs safe vehicle operation.
Approved medical providers are required to directly inform licensing bodies if a motorist develops a condition affecting fitness to drive. People of Determination are exempt from standard medical screenings and operate under dedicated regulatory framework provisions instead.
Official military, police, and security personnel driving organizational vehicles are exempt from civilian licence rules provided they hold internal permits. Visitors driving qualified foreign-registered vehicles or holding recognized foreign permits may also drive without obtaining a local UAE licence during authorized stays.
