Operators Face 1-Year Compliance Window as Shared Housing Rules Roll Out
Dubai’s comprehensive shared housing law has formally entered into force 180 days after its publication in the Official Gazette, establishing a strict permit regime across the emirate.
Who must comply under the new regulations
The regulatory framework applies directly to property owners, building operators, and occupants involved in shared residential accommodations. If you own or manage a property that houses multiple unrelated residents, your unit now falls under mandatory municipal oversight.
The legislation targets unapproved structural modifications, overcrowding, and unregulated sub-leasing. It aims to protect the rights of both property owners and tenants while ensuring shared units meet clear safety and living standards.
Licensing timelines and digital registration steps
Dubai Municipality will release the detailed operational requirements and licensing guidelines later this September. A new digital service is being integrated into the municipality’s Services Guide to process permit applications directly.
Existing operators and property owners have a one-year grace period from the law’s effective date to regularise their status and secure formal permits.
Moving forward, no individual or corporate entity may designate a unit for shared housing without an approved municipal permit. Key operational terms established by the law include:
- Standard permits remain valid for one year and can be renewed for identical periods.
- Property owners have the option to apply for two-year permits.
- Renewal applications must be submitted through official digital channels at least 30 days prior to permit expiry.
