Dubai Municipality has restricted shared housing across the emirate, limiting properties along key primary corridors exclusively to family sharing while giving landlords and developers until September 8, 2027, to bring existing and modified buildings into full compliance.
The updated framework targets both apartments and villas, categorizing shared living into two distinct structures: individual housing, where unrelated occupants share rooms, kitchens, or bathrooms, and family housing, where multiple family units occupy a single property. Under urban planning guidelines established by Dubai Municipality, individual shared housing between unrelated residents is now completely banned across four major residential and commercial strips:
- Sheikh Zayed Road
- Jumeirah Road
- Al Wasl Road
- Bani Yas Road
Landlords, building managers, and developers operating modified or converted properties have a transition window ending September 8, 2027, to complete structural or operational adjustments. Properties failing to meet the operational standards or housing unauthorized individual arrangements in family-only zones face immediate administrative penalties.
