If you’ve lost an official document, an ID, a certificate, or another personal document, MOI’s “To Whom It May Concern Certificate for Lost Documents” gives you a formal record of the loss, useful when you need to prove to a bank, employer, or another authority that a document genuinely went missing, before you can get it replaced.
Where it sits: E-Police in Your Mobile
This service is part of MOI’s E-Police in Your Mobile group, the same category as filing a general criminal report. That means it requires a UAE Pass login, and follows the same broad pattern: log in, select the service, describe what was lost and when, attach any supporting evidence, and submit.
How to apply
- Go to portal.moi.gov.ae/eservices/direct?scode=450, or open the same service through the MOI UAE Smart app.
- Log in with UAE Pass.
- Describe the lost document: what it is, roughly when and where it went missing.
- Submit the request.
MOI’s own service page doesn’t publish a fee, a document checklist, or a processing time for this specific certificate, and neither could we confirm one elsewhere. Don’t assume it’s free or instant; check the fee and any required attachments once you’re logged into the portal, since that’s the only place the current figure is shown.
Don’t confuse this with the other “To Whom It May Concern” certificates
“To Whom It May Concern” isn’t one single service, it’s a certificate format used by several different UAE authorities for entirely different purposes:
- This one (MOI): confirms a document was reported lost.
- Dubai Police: confirms weather-related vehicle damage, for insurance claims; see our TWIMC certificate for weather-damaged vehicles guide.
- MOFA: issues attested TWIMC certificates for UAE citizens abroad, for marriage, medical or study purposes.
Make sure you’re applying through the right authority for what you actually need; the name alone won’t tell you which one to use.
For general criminal reports through the same E-Police in Your Mobile service group, see our guide to filing a criminal report with UAE MOI.
