To file a criminal report in the UAE without visiting a police station, use the Ministry of Interior’s (MOI) “File Criminal Reports” eService, part of its E-Police in Your Mobile services. It’s a federal service covering the Unified Criminal System, so it applies across all emirates, not just Dubai.
Before you start: you’ll need UAE Pass
This service requires you to log in with UAE Pass, the UAE’s digital identity. If you don’t already have an account, register with your email address on the UAE Pass app or website first. If you run into an issue registering, MOI’s support line is 600561111.
How to file
- Go to the MOI eServices portal at portal.moi.gov.ae/eservices/direct?scode=496, or open the same service through the MOI UAE Smart app.
- Log in with UAE Pass.
- Select the type of criminal report and describe what happened, including the date, location and full details of the incident.
- Attach any supporting evidence you have (photos, documents, messages).
- Submit the report.
This isn’t the right service for everything
MOI runs several distinct online reporting services, and using the wrong one just slows your case down:
- Traffic incidents (accidents, disputes) go through MOI’s separate “File Traffic Reports” service, not this one.
- Cybercrime (online fraud, hacking, identity theft) has its own channel: the Dubai Police eCrime portal (ecrime.ae) for Dubai, or MOI’s own eCrime service for other emirates and cross-border cases. See our Dubai eCrime guide for the actual submission steps and common scam patterns.
- A criminal clearance certificate (a “good conduct” certificate, often needed for jobs or visas) is a separate MOI service, also accessed via UAE Pass.
If your case seems delayed
You can raise it directly with MOI: through the smart app (Help icon, then Complaints) or the MOI website (Contact Us icon, then Complaints).
If it’s a lost document (not a crime) you need a record of, see our TWIMC certificate for lost documents guide, the same E-Police in Your Mobile service group.
