UAE Relaxes E-Invoicing Rules for Businesses Ahead of Mandate
The Ministry of Finance has issued Ministerial Decision No. 197 of 2026, relaxing key requirements under the national electronic invoicing system. The amendments took effect on October 1, 2026, providing operational relief to corporate entities ahead of the broader system implementation starting in January 2027.
Relief for Tax Groups and Cross-Border Data
Transactions between companies belonging to the same tax group will be exempt from electronic invoicing requirements for a 24-month period beginning January 1, 2027, and running through the end of December 2028. This temporary exclusion gives corporate groups two additional years to adjust their internal accounting workflows without triggering compliance obligations for intra-group transfers.
The updated rules also remove the requirement to physically store electronic invoice and credit note data within the UAE. Businesses are now permitted to store their electronic invoicing records on overseas servers, provided the data remains fully retrievable and compliant with the record-retention timelines set under the UAE Tax Procedures Law. Companies must ensure that all records can be produced promptly if requested by the Federal Tax Authority (FTA).
Scrapped Notification Deadlines
The Ministry of Finance has repealed Article 12 of the previous regulations, officially removing the mandatory requirement for businesses to report IT system failures to the FTA within two business days. The corresponding definition of a system failure under Article 1 has also been removed, eliminating the administrative burden of reporting technical outages within that strict timeframe.
These updates adjust the overall timeline for the phased rollout of the electronic invoicing system. While the initial system launch begins in January 2027, mandatory implementation for smaller businesses will start on July 1, 2027, followed by government entities on October 1, 2027.
