UAE Caps E-Invoicing Fines at Dh50,000 and Scraps Daily Failure Penalties
The Ministry of Finance has capped e-invoicing implementation penalties at Dh50,000 over any 12 consecutive months and scrapped the Dh1,000 daily fine for delayed system-failure reporting.
What Changed for UAE Businesses
The revised framework directly addresses corporate feedback, easing administrative pressure on companies as they prepare for the mandatory electronic invoicing rollout in 2027.
Under the updated rules, businesses that delay implementing e-invoicing still face an initial Dh5,000 fine alongside a Dh5,000 penalty for every month, or part of a month, that the non-compliance continues. However, total accumulated fines for these implementation delays are now capped at Dh50,000 over a 12-month period, preventing the open-ended charges permitted under previous rules.
The Ministry of Finance has also eliminated the Dh1,000 daily penalty previously imposed when companies failed to report e-invoicing system glitches to the Federal Tax Authority (FTA). This removal follows an October 19 policy update that dropped the strict requirement to notify the FTA of technical failures within two business days.
Additionally, the revised framework introduces explicit safeguards against duplicate penalties. Companies that act as both invoice issuers and invoice recipients can no longer be fined twice for the exact same underlying violation simply because they operate in both roles.
Implementation timelines remain unchanged, and mandatory adoption schedules leading up to 2027 stay in full effect.
