$137,500 Capital Hike Coming to US EB-5 Green Card Program
The minimum threshold for the U.S. EB-5 Immigrant Investor Program is set to rise on January 1, 2027, moving the baseline capital requirement from US$800,000 to US$937,500. That is a direct US$137,500 (approximately AED 505,000) increase in upfront capital requirements for prospective applicants targeting U.S. permanent residency for themselves and qualifying family members under 21.
While the additional US$137,500 represents investment capital rather than an unrecoverable fee, it changes the liquidity equation for applicants evaluating the program. Preparing an initial EB-5 petition routinely takes more than three to four weeks depending on legal complexity and document verification, meaning the structural window to file under the current US$800,000 minimum requires action well ahead of the 2027 deadline.
Processing Timelines and Structural Pressures
The impending rate adjustment arrives amid ongoing visa friction for foreign professionals and students already residing in the United States. Data estimates indicate that roughly 1.4 million international graduates from the 2012, 2021 graduating cohorts had departed the U.S. by 2023, primarily driven by immigration bottlenecks, optional practical training limits, and H-1B lottery constraints.
For eligible applicants already physically present in the U.S. on secondary visas, current regulations allow concurrent filing for Adjustment of Status alongside the primary EB-5 petition. This legal mechanism lets applicants remain in the country during processing and obtain open-market employment authorization without requiring employer-specific visa sponsorship.
Yield Terms, Fee Reductions, and Capital Risk
On the financial side, current incentive structures offered by advisory entities such as Step Global Group seek to offset impending capital adjustments. A 50 percent discount on project administration fees can reduce entry expenses by up to US$40,000 (approximately AED 146,900), alongside complimentary international tax advisory sessions valued at AED 7,500.
Certain evaluated commercial projects under the program offer annual baseline distributions up to 4 percent. If paid fully over a standard five-year investment cycle, these distributions yield around US$160,000 (approximately AED 587,600). Combining projected upfront fee adjustments and tax session values of US$204,000 (AED 750,000) with potential five-year investment returns brings the total financial positioning to US$364,000 (approximately AED 1.34 million).
The clear downside, however, remains asset risk and illiquidity. Capital allocations in EB-5 projects are subject to commercial real estate performance and developer execution, meaning investment returns are never guaranteed cash savings and serve as secondary considerations behind immigration compliance. If a project underperforms or faces delays, principal return timelines extend accordingly, leaving significant capital committed for the duration of the deployment.
