Dubai E-Scooter Rules: Permit, Where to Ride and Fines Up to Dh300
Dubai allows e-scooters in designated areas, but only for riders aged 16 and over with a free RTA permit. Fines are Dh200 or Dh300 depending on the offence.
The Basics
- Age: riders must be at least 16, under Executive Council Resolution No. 13 of 2022.
- Permit: required to ride in designated areas. It is free through the RTA (rta.ae) and involves online lessons on e-scooter traffic signs and a short test.
- Speed: up to 20 km/h.
- Gear: wear a helmet, suitable footwear and clothing.
- Equipment: front and rear lights, a working horn, roadworthy tyres and brakes on both wheels.
- Riding: follow traffic signs, dismount at pedestrian crossings and carry no passengers or heavy items that could unbalance you.
- Parking: only in designated areas.
Where You Can Ride
E-scooters are allowed on marked e-scooter lanes in popular areas and in a number of residential communities, some of which have their own restricted areas. Riding on roads with a speed limit above 60 km/h is a violation.

Metro and Tram
Foldable e-scooters are allowed on the Dubai Metro and Tram if they are no longer than 120 cm, no taller than 70 cm, no wider than 40 cm and no heavier than 20 kg, and have no seat.
