11 Workplace Violations You Can Report to MOHRE

You do not have to put up with unpaid gratuity or unlawful working conditions in silence. The Ministry of Human Resources and Emiratisation (MOHRE) runs a Community Reporting Service that lets workers and residents report non-compliant workplace practices across the UAE. These are the 11 violations it covers.

1. Unpaid end-of-service benefits

Your employer cannot withhold your gratuity or delay final settlement when your contract ends. MOHRE tracks companies that fail to pay end-of-service benefits to outgoing staff.

2. Overtime above two hours

Employers cannot require more than two hours of overtime. If your daily workload routinely runs past that, you can report the excess hours.

3. Denied annual leave and leave encashment

Annual leave is a legal right. Refusing to grant leave, denying encashment or blocking the carry-forward of unused balances can be reported.

4. Sexual harassment

Unwanted physical or verbal conduct is prohibited at work. MOHRE accepts reports so that offenders and establishments can be held accountable.

5. Breaking the heat stress rules

The Occupational Heat Stress Prevention Policy sets when outdoor work must pause to protect workers from extreme heat. Forcing outdoor work during the mandatory rest period can be reported.

6. Health and safety breaches

Unsafe machinery, missing protective gear and site hazards can be flagged to MOHRE.

7. Substandard labour accommodation

Employer-provided housing must meet minimum standards. Poor sanitation, severe overcrowding and inadequate facilities can be reported.

8. Fake Emiratisation

Hiring UAE nationals on paper without giving them real work or meaningful roles, to game employment targets, can be reported.

9. Missing Emiratisation targets

Failing to meet designated Emiratisation quotas breaches the rules, and residents can report establishments that ignore them.

10. Forced labour and human trafficking

Forcing people to work under threat, coercion or illegal restraint warrants an immediate report.

11. Illegal workers

Employing staff without a proper visa or work permit breaches compliance rules and can be reported.
