If your car is damaged by rain, flooding or another weather event in Dubai, the “To Whom It May Concern” (TWIMC) certificate is the document your insurer will ask for. It’s issued by Dubai Police and confirms the damage was weather-related, which is what starts a motor insurance claim for storm or flood damage.
How to apply
- Open the Dubai Police app or go to dubaipolice.gov.ae.
- Select Certificate Services, then “To Whom It May Concern Certificate.”
- Choose “Natural Disasters” as the certificate type, then the specific disaster type (for example, Rain).
- Mark the location and date the damage occurred, and enter your vehicle’s plate details.
- Attach clear photos of the damage.
- Set “Required by” to motor insurance, enter your email, and submit.
Cost and timing
The certificate has historically cost around AED 95 (a AED 75 service fee plus AED 20 knowledge and innovation fees), with Dubai Police citing about 2 business days to issue it. You’ll receive the certificate and receipt by email once approved. Confirm the current fee and timeline in the app when you apply, since both can change.
You may still need a vehicle inspection
Reports on this differ. Some describe a fully online process, photos only, no station visit. Dubai Police’s own more recent statements describe requiring vehicle owners to bring the car to the nearest police station for a physical inspection after submitting the online request, with the certificate issued electronically once that check is done. Which applies to you may depend on the scale of the damage event and current capacity, so don’t assume photos alone will be enough. Confirm what your specific request requires once submitted, rather than planning around either version in advance.
Before you rely on the certificate for a claim
- Third-party-only insurance doesn’t cover your own vehicle’s rain damage. The TWIMC certificate supports a claim, but only comprehensive cover pays out for damage to your own car.
- Driving through visible standing water can weaken your claim. Insurers scrutinise claims more closely where a driver appears to have entered a flooded area despite visible warning signs.
- Report the incident to police as well as applying for the certificate if the damage happened while driving (a breakdown or accident caused by the weather), not just if the car was parked.
