Capped at Two Cars: The UAE’s New 2027 Vehicle Rules
Under Cabinet Resolution No. 174 of 2026, taking effect on January 1, 2027, UAE residents will face a strict standard limit of two vehicle licenses per person.
If you plan to hold a larger personal fleet, you can register additional vehicles up to a total of five cars. You’ll just need to pay an extra fee for each new or renewed registration beyond your first two vehicles.
Getting those vehicles registered means navigating a tighter documentation process. Article 90 of the resolution outlines six specific formats legally accepted as proof of vehicle ownership. You can use a purchase document issued by the manufacturer, an approved dealership, or an authorized electronic platform. Alternatively, the law accepts ownership transfer documents certified by a notary public or signed through approved digital channels using your Emirates ID.
If you are importing a vehicle from abroad, an electronic or paper customs clearance certificate will do. For inherited vehicles, authorities require official death and inheritance papers alongside a declaration from all heirs appointing a single responsible representative. Official court judgments establishing ownership and valid business licenses for company-owned vehicles round out the list.
Once you have your proof of ownership sorted out, applying for the actual vehicle licence demands a few more moving parts. You’ll need to verify your identity using a digital ID and provide any required legal representative documents. From there, you must submit a Vehicle Inspection Report followed by a motor insurance policy once the roadworthiness certificate clears.
