
100 Top Emirati Scholars to Receive Global Dubai Police Esaad Card Perks
High-achieving Emirati university students enrolled in the Hamdan bin Mohammed Scholarship Programme will receive official discount privileges at home and overseas following a partnership signed in Dubai on September 13, 2026. Under a memorandum of cooperation between the Esaad Card Centre and the Knowledge and Human Development Authority (KHDA), qualifying scholars gain direct access to commercial, travel, healthcare, and educational savings across international destinations.
Dh1.1 billion scheme adds global lifestyle discounts to annual intake of 100 top scholars
Recipient students attending universities inside the UAE or abroad can immediately access commercial offers, healthcare pricing, tourism savings, and educational discounts under the loyalty scheme established by Dubai Police in March 2018. The joint initiative targets 100 top-performing Emirati graduates annually, selected from public and private schools across varied curricula as part of the Dubai Social Agenda 33. The scholarship fund holds a total allocation of Dh1.1 billion over coming years to place students in priority fields aligned with national development goals.
The agreement was formalized during an orientation day for the scholarship’s third cohort by Colonel Salah Al Marzouqi, Director of the Esaad Card Centre, and Dr Amna Almaazmi, CEO of Growth and Human Development at KHDA, alongside KHDA Director General Aisha Miran to support targets established under the Education 33 strategy.
